Thank you for your reply. I appreciate this clarification very much.

 

Last year I questioned my “winter average” being much higher than it should have been based on my usage listed on my statements. At that time I was told that a minimum “winter average” had been established. I hope that my true winter average will be used to recalculate my sewer usage charges.
