You may want to get with Clackamas County GIS because they will have multiple cities and their corporate boundaries within the county system. Sort of one stop shopping. Here is a link to their page.

Mr. Fisher,

I am contacting you because my company has been contracted by the US Army Corps of Engineers to research the potential effects of the reallocation of storage of water within the Willamette Basin Project reservoirs, which provide water for municipal use to many communities. Having the service area of water providers would be very helpful in this endeavor. I am curious to know if the geographic extent of your service area is available for distribution and use in GIS or CAD format.
