She will need to contact ODOT District 2C Maintenance in Troutdale and let them know of the issue since Hwy 213 and the intersection is under their control and jurisdiction. Once she contacts them they may make contact with us to look at a combined fix for the problem. I am not aware of the pooling water at that location. The road (Toliver) was originally owned by the County and given to the City but ODOT still has control of the intersection. They can be reached at 503-665-4193.
