We’ll need a physical address for this business in order to assess the application. It seems like he’s doing a home occupation due to his sewer classification, but can’t fully assess and thus can’t approve. Thank you!

Attached is a business license application for a general contractor that facilitates online training classes. I verified with him that he does get paid to do this service, so he is required to obtain a business license.
