Auto repair garages/shops are a special breed. If it is for commercial motor vehicles, then the square footage is limited to 5,000 square feet without a sprinkler system. At the very least, I think he would need to go through a change of use as an auto repair garage is classified as an S-1 and I believe the current classification is B occupancy.
