Justification for the changes below are related to budget concerns

Street Fund (Overtime)

FY 18-19 $10,964.20

FY 19-20 $15,444.44 to date (5% of personnel services budget)

Sewer Fund (Overtime)

FY 18-19 $40,866.86

FY 19-20 $24,490.47 to date (3% of personnel services budget)

Water Fund (Overtime)

FY 18-19 $56,900.17

FY 19-20 $51,131.60 to date (8% of personnel services budget)

Water Fund (Overtime)

FY 18-19 $2,347.40

FY 19-20 $2,291.05 to date (2% of personnel services budget)

Total in FY 18-19 $111,078.63

Total in FY 19-20 to date $93,357.56

How can we justify $100K in overtime? That is an FTE. Costs have to get under control otherwise we have to slide schedules to cover Sunday through Thursday and Tuesday through Saturday with full coverage on Tuesday through Thursday instead of our current Monday through Thursday. Or, we drop level of service and no more parks coverage on weekends. Maintenance Division doesn’t do treatment plant rounds because that can be claimed as out of class work. Treatment plants are a whole different animal with sampling and reporting requirements.

Gerald, here is my version. I think we have an equivocation going on with the word “Standby”. Striking it cleans things up a lot: There is only “Duty". And of Duty, there is “Weekend/Holiday” and “Weekday”.
