Karine,
I can try to get some information but the City had a meeting as a whole a few weeks ago with the Finance Director and the Plan Administrator. They discussed that they are going to let the departments contribute to a HRA VEBA account, there will be no contribution from the City (just employee contributions). I was told by the plan administrator that union members will most likely have to vote if they want to opt in according to their bi-laws. I can try to request some information from our Finance Director and get back to you.

Karine,
The City manager has given the employees an option to join a HRA VEBA (health savings account). However to join I was told that It has to be the entire group or none and we have to agree on a dollar amount (union members). I guess we have to have a vote of our union group to decide if we want to participate. My question is do we just write down our votes, put in box and count? Do you need to be there our can we just do this on our lunch break, and do we have to keep any formal records of the vote? Let me know.
