Hi Michelle,

First the property partition would have to be completed with the County to separate the east half of 502 E 4th from the west half. Once that is done, you would submit a site plan to Planning for review. Public Works would issue Conditions of Approval for the construction of the house. Those conditions would include a service connection to the waterline on E 4th, extension of a sewer lateral from the main on Lola Avenue to the property, and frontage improvements (driveway/sidewalk/curb modification). A set of engineered plans will need to be submitted for the sewer, water, and frontage work in accordance with our PW Standards. The fees include the following:

PW Plan Review 1.5% of Engineers estimate ($300 minimum)

PW Permit 3.5% of Engineers estimate ($700 minimum)

Sewer connection fee $600

Water connection fee $600

System Development Charges for a new home as of today are $21,875 but will be increasing due to inflation later this month. This happens every year around March 15th and the amount varies from 1%-3% depending on construction costs in the Portland-Salem area.

The City does not provide construction services for connection to the water and sewer, so you would have to hire a construction contractor who is authorized to perform public work, insured, and can provide the performance bond for the work. This is all listed in the PW Standards. There are other fees associated with the Planning Department and account deposits with the Finance Department. Hope this information is helpful and as you get closer to completion of the partition and are ready to move forward with the house, it is a good idea to get with Planning and Public Works to go over the list of items again so that nothing is missed. We are looking into building a home on a piece of property in Molalla. We wanted to know what the cost is to run water and sewer to your home? Is there a flat fee? A cost per foot?

We are planning on building behind 502 E 4th st, Molalla, after we partition the property. Any information you can give us would be so helpful.
