It seems to me that we need a grading plan. MMC Chapter 21.71 covers these requirements. What the MMC doesn’t do is help guide under which circumstances we will allow grading permits to come in ahead of building permits.

Given that we have different building pads on this property, I understand why the applicant will want to separate out the grading from the building permit.

An option for discussion:

  1. 1. Require that these two items are reviewed and approved prior to issuance of grading permits:

 

    1. a. Engineering plans for all public improvements within the subdivision; and
    2. b. On-site public improvements for Phase I and Dollar General;

  1. 2. Prohibit grading on the Phase II site until that proposal is further along in the Planning Commission and overall entitlement process.

 

  1. 3. Require proof that the applicant has obtained any required DEQ permits prior to issuing our permit

I know you are buried in budget today. When you have a chance, I would like to think through our protocols around allowing grading ahead of building permits or approved engineering plans. Every organization I have been in has handled it a little differently.
