I have left forms on Darlene’s desk for signatures. The City will be acquiring Population and Employment Forecast data from Metro and reviewing it over the course of the month. This data is confidential so needs an organization sign off as well as signatures for each member that may look at the data.

Alice has signed the form that covers our organization. The form Darlene has is for individual City members that may look at/discuss the data for conference with other agencies.

Good Morning – I wanted to let you know that Metro has identified an issue with the draft small area population and employment forecasts that in some cases is resulting in incorrect results. They have asked that we hold-off reviewing the forecasts until they have had the opportunity to address this issue. I will let you know when Metro determines that the issue has been resolved and you can proceed with your review.

Good Morning – I wanted to follow-up from our meeting earlier this week on the small area population and employment forecasts. For those of you that weren’t able to attend here are some points that were discussed:

• * The small area forecasts are critical for planning road capacity, and transit service, as well as water, wastewater and stormwater capacity for neighborhoods. Good small area forecasts help all of us correctly understand the capacity that is necessary in infrastructure systems.
• * The small area forecasts are heavily based on existing and expected land use and development rather than on population demographics in the manner of large area forecasts.
• * Producing good forecasts requires a good understanding of development codes and developable property at a neighborhood level.
• * The people who know that the best are the planners for the cities and the county.

To make sure that they are getting the best information possible in the small area forecasts, Metro wants to actively engage with us a with the cities and the county to draw on our experience and knowledge of the neighborhoods and small areas in each locality. The process for that engagement will be as follows:

• * There is confidential employment data involved, so the first step is for you to submit completed confidentiality forms: Each local government needs to submit one completed Form 104 that commits that government to observing the confidentiality requirements of the Oregon Employment Department for the employment data that you will be reviewing. You will also need to submit one Form 2592 for each member of your team on which that individual commits to observing the confidentiality requirements in their work with the employment data. If you have not yet returned those forms, I have attached them for your use. Please return one completed Form 104 for your local government and one Form 2592 for each member of your staff, elected official, or citizen volunteer like a planning commissioner who will work directly with the employment data. Please email those forms to me (swilliams@clackamas.us) or to Dennis Yee, Metro Economist (Dennis.Yee@oregonmetro.gov).
• * Once you have submitted those forms Metro will send you Excel spreadsheets/GIS shapefiles containing the draft population and employment data that Metro has prepared for the small areas within your locality.
• * All you need to do is review the small area data for the small areas within your city and your UGMA. If you can accept the small area data as it, then all you need to do is tell Dennis. If you would like changes, you need to enter the changes and provide a reason for that change. Metro will then incorporate those changes into the small area population and employment forecasts.

For most of the cities in Clackamas County, there will be a limited number of the small areas used for the forecasts, so your review should not take long. Metro has allocated about 2 ½ months for you to get that done, through the end of April. During May there will be a review process at Metro at which time they may get back to you with questions.

Based on the information provided by Dennis and Jim this week, I think Metro has done everything they can to make this process as easy as possible for the cities. I have attached Dennis’s presentation to this email for your review. I am more than happy to help with any questions you might have, and I know that Dennis and Jim feel the same way.
