Mixed use with ground floor retail and 2nd story residential is an allowed use in the C-1 zone.
A lot of the answers to these questions depend on the proposal. I would recommend that the clients come in for a pre-app with the City so we can look at a proposal and make specific/appropriate recommendations. Our pre-application form can be found here:
As far as fees - 5,000+ leasable SQFT would trigger a Type 3 review and the pre-app for that would cost $750. Less than 5000 SQFT would be a Type 2 review and cost $400.
In the interim, I would invite you and the client to review our development code. Applicable criteria may include:

To advise a bit on parking – designated parking is not required for commercial uses in the C-1 zone. The residential units would be subject to residential parking standards from table 17-3.5.030. The short answer for public works is that the building is currently set up for a residential water/sewer unit and would need to upgrade meet the standards for the proposal.

I have some clients that have interest in this property located and currently for sale at 121 W. Ross Street, Molalla.
They would like to purchase and build a 2-story Multi-use building with Retail/commercial on the ground level and 2-4 residential units above.
It appears from the C1 descriptors that this would be an approved use. Is this correct?
What would be the building requirements?
What would be the sewer/water/etc. requirements?
What would be the landscape requirements?
What would be the parking requirements?

What is the application and approval process needed for this type of venture and how long of a process would you anticipate this to be?
