Does that mean the project has not started? If the project has started you may need to contact ODOT and determine how much was spent and if there is a amount the City is liability for and the amount of the federal award that has been expended.

Kammy mentioned to be today that last year she discussed an ODOT project with you. Do you have a contract with ODOT for a current project? If so at what stage is the project in. If you are a pass through recipient you should be recording the drawdown of the grant amount as revenue and the costs as expenditures.
If there is an ODOT contract can you please send it to me.
