My conditions are as follows:

If queue on Molalla Avenue extends back greater than Ross Street or 2nd

Street then the FD will pull off of the intersection and allow the queue

to clear on Molalla Avenue. Hwy 211 is ODOT jurisdiction and they will

have to provide their comments.
