Hi Joan,

The plan review exemption is from the drinking water program. Without the exemption, developments and City project have to submit plans to the drinking water program as pay a $3,300 fee. With this exemption plans are submitted to the City for review and pay our regular plan review fee. This saves time and money for all involved.

We have a water right at Trout Creek and another at Molalla River. The Water Resources extension is to allow us time to move the Trout Creek water right to the other water right location and combine them into one water right at one location.

I’m curious as to why there was the need for an exemption. Which agency approved the exemption?

Was Oregon Water Resources the agency that provided the Trout Creek water right extension? I thought Molalla had a water right in place. Thanks!

Hi Joan,

We received an exemption for the review of water design plans related to improvements and additions to the City’s water distribution system. We are now authorized to review and approve water designs for private development projects and public improvement projects designed by our consultants.

The other approval was for an extension of time to complete the last requirement from Oregon Water Resources to transfer a water right the City has on Trout Creek to our other water right on the Molalla River.

In reading through the minutes from the June 28th city council meeting, the sentence below caught my attention. Would you please explain what the exemption and transfer is about?

Fisher reported the city received the exemption from the drinking water program to review our own plans and an extention from the Oregon Water Resources to transfer the water rights of the Trout Creek water right move.
