Below is a narrative I had the Share the Love kids write up in regards to a fundraiser they started last year. I didn’t think they needed a Special Event Permit as they are not advertising to the public, or inviting, and they are only using the sidewalks. This could fall under the umbrella of the existing and already approved event permit they’ve submitted for the Share the Love 5K.
Let me know your thoughts, whether you need more information, or if you want to require them to do another event permit.

Fill the Heel 2017
Description: This fundraiser is a Share the Love event that was implemented last year. During this event we will have the Share the Love board, and District Office staff members standing on each side of the road holding a heel, while passing drivers donate spare change.
When: February 15th, 3pm to dark.
Where: The intersection of 211 and S Molalla Avenue.
How Many People: An estimate of 10 people.
Advertising: There will be no advertising.
