Subject: LOC request for water infrastructure data - 2020 Water Infrastructure Survey
LOC 2020 Water Infrastructure Survey – Please Complete by December 16 (link to survey below)
The League of Oregon Cities (LOC) has identified water infrastructure funding and water/sewer rate assistance as two of the legislative priorities that we will pursue during the upcoming 2021 legislative session. We last conducted a survey to better understand the need for water infrastructure funding in 2016. That survey demonstrated a need of $7.6 billion in needed drinking water and wastewater infrastructure from 120 cities that responded to the city. The last survey provided data that was incredibly useful, frequently referred to by policymakers and which helped in our advocacy against unfunded mandates and our efforts to make water a higher priority for the state. We are already aware of potential legislative threats to cities’ ability to use critical infrastructure financing tools, like system development charges, and this survey will help us make the case for protecting local financing tools.
We are seeking your help to complete an updated survey that will help us advocate (at the state and federal level) for additional funding and resources to address drinking water, wastewater and stormwater needs. We ask that you complete this survey (link below) by December 16. There are three sections of the survey (drinking water, wastewater and stormwater). You will have the option of skipping one or more sections if you don’t provide all of the water-related services. We have worked with Portland State University to compile this survey and they estimate it will take approximately 30-60 minutes to complete (again this is dependent upon how many sections apply to your city).
Please Note: This email is being sent to you as the main point of contact for this survey. The survey will likely need to be shared with your public works director or most appropriate city staff member that can access information/data about your drinking water, wastewater or stormwater system. We ask that you forward this along to the appropriate staff to gather/complete the survey but we encourage each city to designate only one point person to in order to avoid duplicate/overlapping responses from one city.
To access and complete the survey, please use the following link: https://portlandstate.qualtrics.com/jfe/form/SV_8jlL3AedMmfju9T
Please let me know if you have any questions or challenges in accessing the survey. Your time and effort on this is much appreciated.
