Here is another log on the fire on my rant about lazy Molalla staff in the past.
Even if they passed a street maintenance fee for pavement maintenance, it would assume that staff back in the 2000’s and 1990’s were inspecting public work and holding the contractor and engineer accountable. Based on what I’ve seen over the past 4 years, I can’t say with any certainty that folks before us were doing even a mediocre job, let alone the best job possible, for this community when it comes to roadways and underground. All I can do is shake my head.

Attached was the design section back in 1993. 3” of Class B HMAC over 2” of 1”-0 over 16” of 1.5”-0 and possible geotextile fabric if recommended by the engineer. Clearly 1.75” of HMAC on garbage was not within specifications. Not surprised.
