Hi Dan,

I gave a copy of the attached to Mac with the email string below. Will likely tackle this after the first of the year once the smoke has cleared and we can be done with 2020.

Subject: RE: DRAFT Small Cell Ordinance

Gerald,

The LOC just formally released them:

https://www.orcities.org/application/files/3315/9259/0773/LOC_Design_Guidelines_FINAL_final.pdf

https://www.orcities.org/application/files/6215/9259/0758/SWFModelCode_FINAL-FINAl.pdf

As a general strategy, Oregon cities are generally trying to adopt standardized ordinances and standards, to the extent possible, for some herd protection if/when the measures are attacked by Industry (that doesn’t mean you can’t customize them for Molalla, just that the recommendation is to present a united front because lawsuits have been coming more in states where that hasn’t happened). Do you want to give a first look at the models, modify as you see fit and then let me review? Alternatively, if you’d prefer I can take what you put together and work in Into the framework of these models, so that the City gets the benefit of the school of fish/herd protections they are intended to provide.

Hi Spencer,

Can I move forward with this until the model comes out? We can always swap later.

Gerald,

Thanks. I will take a look and get comments back to you. LOC is preparing to put out a model small cell ordinance and model standards in the very near future. I provided some comments on them. Did you happen to get a chance to take a peek at those when putting your materials together?

All,

Please see attached draft ordinance. I’m looking for comments to see if I missed anything. Track changes are on so edit away and send your version back to me. Would like to have this wrapped up in the next couple of weeks so we can do a worksession with the City Council in July. Thanks.
