WWTP Lagoon Leak Test – We completed lagoon leak test required by Consent Decree and DEQ during the summer of 2017 and received their concurrence of completion with no further action. 2. E Clark Park Partition – Completed vacation of roadway, partition of property, and exchange of land with the Molalla Buckeroo. Closeout of this project is the first step towards completion of future phased improvements to Clark Park. 3. WWTP O&M Manual – Completed an update to the WWTP operation and maintenance manual. We still have updates to complete and plan to have those done later this summer. The hold up for that was due to issues with plant operations. 4. 2017 Rate Study – Completed a 5 year rate study analysis to fund future projects in water, wastewater, and stormwater and Council adopted study. 5. 2017 Public Works Standards – Published an updated set of Public Works Standards to replace the 1996 standards and have made multiple updates to standards since adoption. 6. Public Works Standards Code – Updated code thru Council to allow for administrative changes to stay current. 7. 2017 Pavement Repairs – Completed reconstruction at the intersections of Shaver/Hwy 211 and Section/Hart, spot repairs on Heintz, Shirley, Fenton, Toliver, Mathias, 7th, and select locations in Big Meadows area. 8. Hired Operations Supervisor to manage plants and maintenance division. 9. Hired QA/QC Analyst to monitor operation of WWTP with intent to expand into WTP and stormwater. 10. WTP Building Repairs – Complete reroofing of WTP facility and improvements to the restroom and laboratory spaces. Had WTP operators take on a more project manager related role with support from administration as needed. 11. SSMH Repairs – Completed grout sealing of 105 sanitary sewer manholes that were significant or moderate infiltrators. Had Ops Supervisor contract project and Eng. Technician inspect final product. 12. TMDL Implementation Plan – Completed 5 year look behind and 5 year look ahead implementation plan required by DEQ. 13. Completed multiple engineering and construction contract management, legal reviews, correspondence with state and county agencies. 14. Completed transfer of Lowe Road to City from County. 15. 1.2 MG Reservoir Cleaning – Completed cleaning and underwater video inspection of the 1.2 MG drinking water reservoir at the water treatment plant. Had WTP operators take on a more project manager related role with support from administration as needed. 16. Work Order System – Had Ops Supervisor review canned programs that was budgeted and ultimately developed a work order system to track requested and completed work by PW staff. 17. Purchase Order System – Reviewed Ops Supervisor’s development of a purchase order system to track purchases by PW staff in accordance with the City’s purchasing rules. 18. Recycled Water Reuse Plan Update – Developed an update for Class C recycled water for public review and comment in May. All comments from DEQ and Oregon Health Authority were addressed. 19. WWTP Permit Modification – Assisted in the development and submission of a permit modification for the WWTP to DEQ to bring plant discharge requirements in line with basin standards and state requirements for treatment. 20. Molalla Ave Reconstruction – Completed close out of contractor participation of project and am working on repairs of tree lighting to final project. 21. Shops Facility Improvements – Completed sewer design and 75% stormwater design after reassignment of On-Call Engr services. 22. Wastewater Master Plan – Completed draft final of WWMP. Planning Commission hearing scheduled for Aug 1. 23. Transportation Master Plan – Reviewing draft final of TSP. Planning Commission hearing scheduled for Aug 1. 24. Fenton Ave CDBG – Revised grant from Lola to Fenton to comply with rules, completed design, bid project, and coordinated with Clack. Co. Project construction to begin in July. 25. OR 211 Bike & Ped – Continue to hold ODOT accountable on federally funded project. Still waiting on ODOT to move on project. 26. Clark Park Improvements Ph. 1 – Completed phase 1 and Buckeroo improvements before July 4th event. 27. Oversee delivery of private development projects and give guidance to Sr. Engineering Technician. Goals Next Year 1. Finish final revisions to WWTP O&M manual to hold until new plant is built. 2. Update CIP, SDC’s and rates related to wastewater and transportation based on master plan updates. 3. Complete process to contract with an On-Call Engineering firm. 4. Continue work on SSMH for I&I abatement. 5. Begin 5 year biosolids removal project. 6. Complete permit modification and RWUP revision. 7. Complete TSP and WWMP adoption. 8. Complete sewer and stormwater improvements at shops facility and begin water and building improvements. 9. Complete and close out Fenton Ave CDBG. 10. Get construction underway for OR 211. 11. Begin design on Phase 2 improvements at Clark Park. 12. Begin design and construction of 2nd headworks. 13. Begin Water Master Plan update. 14. Finalize Lola Ave sewer and water design. 15. Complete construction of Faurie Ave waterline. 16. Begin design and construction of 2MGD plant at WTP. Professional & Personal Growth My goals for the next year is to attend the APWA conference to continue my PDH’s and possibly budget for and attend the ACWA conference next summer. I may have Jaimee Searcy also attend next summer and then hand off the attendance to her in the long term to stay current on wastewater issues and future policy. My other goal is to try to reduce the amount of projects Public Works has underway to only the key projects related to our master plans and community needs. The reason is to maintain a sustainable level of projects and delivery of those projects while not having a detrimental impact to myself and staff. I worried about burnout for myself and my PW folks. Not a lot has been accomplished when you look back over the past 20 years and now that we have some momentum, I want to focus our energy on a manageable level of work to balance out what has been in the past, the peaks and valleys of project delivery in Public Works.
