K, we don’t even want to talk about DBO. You'll spend $1M in attorney fees
just putting the damn contracts together for that nightmare plus they will
end up paying more in the long run to operate. One thing he doesn’t know
about is that Wilsonville (if memory serves) is in charge of their
collection system and will get hit with penalties if they don’t
repair/replace the system or have an industry that sends something to the
plant to upset it. We need to do design, bid, build and keep our staff. Or
tell me no and to do a DBO. It's not my town or money so they can listen to
me or not listen to me. No skin in the game on this one.

goes.
also, while Gerald said we don't have the same opportunities available that
Prineville had, maybe tht ere is something outside the box we can come up
with, i.e. line to arrowhead, line to school district properties, heck,
maybeCD even a public/private partnership with a marijuana growing facility
that couldbnb use our effluent forb.c the crops.

I do not believe we need to bond/loan the whole thing ($44,000,000). I do
believe we will be able to obtain some grant/loan combination for
$30,000,000. So that monthly cost over the first five years to user rates is
more palatable. Our plan is to perform a lot of the periphery work on our
own pay as we go plan.

Jimmy - We projected out 20-years on a CWSRF Loan for the entire list of
Wastewater Projects. Based on our current population it would add $86.23 per
month per user. We were not thinking that we would put everything in the
basket at once our projection provides some perspective. D.A. Davidson
should be providing us with additional info based on graduated loans in the
next week or two.
