Andy and I spoke with Mike Pinney yesterday and Mike confirmed in that conversation that he could also not find any documented reason why 350 CFS was selected. This along with the Golden Nugget you found speaks volumes regarding our permit appears to have been whipped together by DEQ staff back then without much thought into the science or regulation requirements in place then and now. There was an effort by an operator back then to get it changed but, if memory serves, Tiffany Yelton-Bram summarily squashed that request by the City.

This is something to digest. I just wrote a section on there being no backup to the 350-cfs value. Prior to the 2008 permit renewal it appears that the plant discharged based on river flow. This restriction was removed to the 350-cfs minimum flow. There is no documented reason on why 350-cfs was selected. I will review this and include in TM, if warranted.

DEQ found a copy of this information in their records. Apparently, they had calculated an allowed discharge value down to 50 CFS and up to 850 CFS. See table at end of attached document. This may be of some use in our permit modification. Thanks and have a good turkey day.
