Brenda,
I want to reiterate a conversation we had some time ago in one of our Engineering/Admin meetings. As a Public Works representative, if you see something that affects other department’s then once you’ve notified them of a potential issue are done. It is not you job to interpret the planning code. That is the job of the Community Planner. Once he has made a determination with or without the assistance of the City Manager then that decision is what we go with. Since this does not affect public infrastructure then you don’t need to concern yourself with it. Since Aldo and Dan have determined that it is part of a preexisting condition and there is no change on public facilities then there is no SDC impact which is in my wheelhouse.
I do not want you spending your time now or in the future on Community Planner code interpretations. You have much more important things to do in the field and on projects affecting Public Works.

Dan and I had an additional discussion about the coffee shop. The Bed and Breakfast is a pre-existing use. In addition, we do not classify the coffee shop use as a restaurant.

17-2.3.170 of the code seems to have issues with food service for drop in customers at bed and breakfasts. I realize this is coffee but they also serve sandwiches and other food items.

Dan and I had a conversation about cowboy coffee opening in the Prairie House Inn. As long has the bed and breakfast is in operation they are fine. But if the bed and breakfast use is no longer, then they will have to come in for land use.

It looks like cowboy coffee has opened up a coffee shop in the Prairie House Inn. I’m wondering if there is any land use they need to go through to change an Inn to a coffee shop? It seems like it may trigger something?
