Dan,

Here are my thoughts on the policies

Compensation for City Staff – This document should be modified to include a list of comparable agencies so there is a benchmark from which to grade ourselves on wages and benefits.

Employment Policy – Section H does not specify if the promotions can be from temporary positions. If the intent is to promote from Regular Full-Time or Part-Time employees then we should consider adding that to the section. If appointments can include employees in a temporary position then we should add that to the section.

City Grants and Loans – This policy should be limited only to the disbursement of a portion of the lodging taxes to an organization who purpose is to promote business and tourism in the City of Molalla. In some cases, agencies have grants in the urban renewal program but it has been my experience that the funds allocated are not recovered in increase taxable value of a property.

Appointments to Boards and Commissions – Not sure if City staff should be included in recruiting for vacancies. City Manager maybe. Some would say that staff is recruiting only individuals friendly staff interests. Should be more of a City Council function to keep it clean. Voters have the option of renewing someone for a Council seat.

Fee In Lieu of Parks – There is no information on what triggers a fee, its amount, or what is the threshold for dedication of parks space. It is also not clear if it is dedication of unimproved or improved parks space. I would recommend that the park space be fully improved either before the first house permit is issued or by 25% of the house permits issued. Developments that have a completed park before a home is constructed tend to sell and build homes for a development faster than ones without.

Those are the things that popped out at me after reviewing the documents. Feel free to share with Council if appropriate. Thanks.
