This was HDJ response to whether or not they should provide a design to keep the cracking from being random. They have put design related issues for cracking control off on to the contractor as a means and methods excuse. This is not what I would do as an engineer and this is not what we pay design engineers to do. The contractor should have enough information on the plans and specifications to build the improvements without defects based on lack of design direction.

It is my recommendation that we do not hire HDJ for future work based on my ongoing experience with their design on the Molalla Ave job. We have had the same kind of problems with MSA and they have attempted to fix some of it but the cost has always landed on the City for their mistakes. Total cost for the design of this project has well exceeded any value that we have received in my opinion.
