The group that I am working with is on the federal fund projects delivery side of things so they are not aware of the Shirley Bank project and it doesn’t come up in what they have to deliver. Not much I can do with it and they won’t mix issues when it comes to a federally funded project. There are too many cables attached to everything they do. No doubt, and it is good for the community overall.
I have no issue with donating the ROW and construction easement, room for equipment storage, stockpiling...anything we can to help them construct the site improvements.
We are also open to dedicating the ROW for future roadway improvement to Hwy 211 next to Shirley Bank, but the cost that was thrust upon that little project, (which amounts to $400,000), is $57,142 per lot, which is clearly too burdensome for a 7 lot deal. Finished lots in Shirley Bank are estimated to be valued at $85,000. It is about $38,000 per lot for the on-site improvements, and when you add in what is truly an unnecessary road widening of $57,142 per lot, it comes to $95,142.85 per lot, without any attribution of value for the land, no finance or realtor fees. I think that the burden of the highway improvement is clearly not proportional, no matter how you slice it.
Therefore, I was thinking that if we could get a give of that concurrent with giving everything they need for the Safeway to Hezzie improvement, it would be a win for all involved.
Just let me know what we need to do to help move the process along.

Gordon – ODOT has informed us that the legislature identified additional funding for the Main Street/Highway 211 project. The additional funding would bring pedestrian safety improvements east to Hezzie Lane and possibly Leroy Avenue. The issue is the ROW “donation” ODOT will need from you all. We wrote into conditions of approval for Bear Creek Subdivision that this would be completed at the plat recording but if we can have this accomplished early we can keep ODOT right-of-way process out of the project.
The benefit to you as well as the City I that some (not all ) of the improvements will be completed as part of this project that will begin next spring. We did explain to ODOT that we could have Stafford dedicate the ROW and a PUE to the City of Molalla on a City form and then we would donate the property to ODOT. City will take care of all the recording costs. Gerald Fisher will need specific information about ownership. Let us know what you think.
