The only indication would be smell and I’ve checked the downstream inlet many times and smell no raw sewage. The water running through the pipe is visually clear that is most likely ground water infiltration through the concrete joints or failed pipe sections.

Hi Mark,

The inspection was done on Dec. 1st, 2015. The report was submitted to the City on Dec. 3rd, 2015 which is the day I saved the files, I will send them to you through dropbox.

The Chlorine Contact basin was confirmed plugged. The AB Basin line has debris in the line (rocks or broken pieces) that the CCTV crew could not get passed. They attempted to access it from the inlet end, but the inlet is in a depressed (low lying) area and was full of water so it could not be accessed. That being said, if it is a pool of water it is not draining and visually can be seen as plugged.

I have a couple questions about the Bear Creek outfall video inspection. First, when was it completed? Second, can you confirm that it showed the plugs at the AB and Chlorine contact basin were intact and effective and that there were no other sources of wastewater to the Bear Creek outfall? I want to make sure I can clearly state that in the cover letter to Crag. In addition, we will be putting just the videos on another DVD for provision to the plaintiffs, since that’s all we promised to do in the consent decree.
