Hi Dan,

OK, I guess after seeing the flurry of emails today and then the one I sent to David, they are getting mixed signals. I have no problem meeting with them on Tuesday to discuss the meter installation. The letter explains it but the meeting was an opportunity to also discuss what they want to look at during an actual test and if the dry run works. If they are not afforded the opportunity to do observations and I don’t know when to communicate with them about the test, then we will have to do a second test. There is nothing in their “how to do a leak test” manual that gives direction on what to coordinate with them for inspections/observations. If you want to retract the 23rd offer I’m OK with it but I don’t want to shoe horn in a meeting right when we are trying to get things up and running at the WWTP. Let me know if the Tuesday meeting is going to be a problem. I am in the office Thursday, out Friday, and back on Monday.
