Just what it said. Jason let Dan and I know that there was a potential he may have to ask for DEQ’s permission to discharge prior to the arbitrary date they set. We all knew that we wouldn’t know for sure until today if it was needed and sure enough it rained some more this weekend even though the weather reports said sunny and 70 degrees. That October 31st date has no relationship to real world conditions and as long as the other criteria is met then we should be allowed to discharge. The important part is that we ask for their permission and receive it prior to discharge. The lagoons came up quickly with the two heavy rain events over the past week and weekend. We’ve asked for their permission and they have no justified reason not to approve it.

Hi Mark,
Please see below email from Jason to David Cole of DEQ. I just called David and let him know that the flows and temperatures are good for discharge and pleaded with them to let us discharge. He said he is working with folks internally at DEQ to allow for the discharge. The conversation was positive.
Our permit states stream flows must be at least 350 cfs for dilution and maximum temperature is 18 C (Table A2 for November-April discharges). With the flows 3 times above the minimum and our temperatures well below the maximum there is no reason why DEQ should not permit us to discharge early as long as we monitor temperature and river flow. To not allow for it when conditions are good for discharge is deliberately setting us up for violation when none should happen.
Will keep you posted when we hear back. Also, Jason let us know last week that we may need to ask for permission to discharge based on flow trends into the plant.

Dave,
As of this morning, 10/10, our lagoon levels are at 11’ and 12.5’. Our incoming influent flow from yesterday was 1.8 mgd. Our weekend rainfall at the WWTP was 2.75”. Coleman Ranch cannot be irrigated at this point in time. With 21 days left in this month, the city’s lagoons will not be able to sustain a plant shutdown and hold incoming flows. I am asking the DEQ for approval to commence an early discharge to the Molalla River in order to prevent structural damage to our levees and for our lagoon levels to reach critical levels that will cause issues in the coming winter months. As of 0500 this morning, the Molalla River reading was 1026 cfs. Our lagoon temperatures are below the required 18 degree C. Please respond to this request at your earliest convenience.
