Hello Gerald,

We should be under NTU limits after the last filter gets its media and the CCB can be cleaned. The last load arrived yesterday afternoon. NTU’s are a violation which is why I called you to inform Dave at the beginning of July. We were over NTU limits for (3) days in June; that’s a given as we didn’t run the plant for the month of May and the first six days of June. The whole month of July was violated with NTU limits. The month of August is in violation. We still needed G.F. #1/#4 repaired and were waiting for media to arrive. Repairs on G.F. #1 weren’t started until 6/27. G.F. #4 didn’t start getting repaired until 7/27. G.F. #1/#2/#3 are complete. I also had a VFD installed on the backwash pump to prevent media washout. Filters will not run properly without all four in service, so we bypassed filtration for June and July and some of August. As G.F. #4 has no media, we still get high NTU’s. As soon as the media and cleaning is done, I will let you know.

Hi Jason,

What will it take to get us back under our threshold for NTU? Is not meeting NTU a permit violation, consent decree violation, or both. I think the attorney is just trying to figure out if there are any violations and if so what the total number of days it has been. Also, did we receive all of our filter media and has it been installed? If arrived and not installed let me know if you need some contractor assistance (additional manpower) to help you finish it. I thought we were done with media installation but may be misunderstanding where we are at. Remember, I and the other folks aren’t operators so use layman terms when explaining to us were you are at and what is left to be done to get us on track if not already done. Thanks.

Dan,

I’m going to reference this memo by Bender last year, while we were dealing with high coliforms. Since it was approved by Pat Heins to continue watering, there shouldn’t be fines. But, we are violating and will continue to violate until all of the filter media has been installed and the contact basin is cleaned.

Jason sent me the below email. If we are exceeding the NTU number, that means we’re not producing Class A water, correct? If so, each day we irrigate where we’re not meeting that standard is a violation, for which we will have to make a stipulated payment.

Can you remind me again why the turbidity is so high, and if there is anything we can do to bring it down?

Hi Mark,

I spoke with Jason this morning and the DMR was filled out correctly but David Cole apparently had trouble interpreting the information on it. The TNTC was based on a temperature issue at the plant. The crews followed protocol and shut the plant down so that no discharge issues would happen and restarted the plant and took new samples which I understand passed. This was noted in the report and there was no violation as I understand it. David just didn’t understand the information that was given to him. If you have not already received it I will ask Jason to email you a copy of the DMR sent to David Cole. Thanks.
