I have told her repeatedly that the search for effluent applications sites will be part of the WWMP update. This will take time and I still do not have the RFP done. I keep dealing with emails and reports to DEQ and am not able to work on the stuff I should be working on. Let us know how you want to respond to her inquiry. Thanks.

Hi Gerald

I was thinking some more about the CIP that you shared and our previous conversations to date about the regular actions Molalla does to manage the overall wastewater system. I don’t know how the city documents the actions that are taken but DEQ needs to know when in the year the city measures the biosolids in the ponds and determines how much to remove and when. The annual biosolids report does not address these decision making steps but instead documents the outcome of the solids removal. The May 2014 Biosolids Management Plan again set a goal for the amount to remove but does not document decision making steps. It is important for Molalla and DEQ to be clear in understanding when and how these decisions are made.

The same is true for Recycled water application. How does the city determine that additional sites will be needed? DEQ has been very clear and firm that additional sites are needed. The CIP that you shared with me does not include any capital expenditures to provide recycled water to other sites. I do not know if commitments have been made yet but I do remember hearing from Dan Huff after the city council meeting that Molalla Redi Mix might be able to use some water. I recently sent you a message that includes a reminder that additional sites/uses would be updates to the Recycled Water Plan. DEQ wants to work with you to assure that those additions are made in a timely manner.
