Gerald/Dan,

I went through the NPDES Permit and the RWUP and nowhere could I find a section that says when we violate a recycled water parameter are we required to shut down. Only the Consent Decree says that. The NPDES permit also states on page 27, B5: “For purposes of this permit, a single operational upset that leads to simultaneous violations of more than one pollutant parameter will be treated as a single violation.” Due to lack of filters and filter media, we could not meet those parameters. Is it just me or are they using the Consent Decree in this instance to violate us? Let me know what you think.
