Specifically, to be compliant with the ASTM standard we will have to conduct a site visit where we inspect the property and we have to interview the owner regarding their knowledge of the property. Although it’s not typical, we have done them without involving the owner. We would conduct the site visit without going on the property and instead viewing it from the rights-of-way. We would also not conduct the owner interview. These would be identified as data gaps in the report and until we get going on the Phase I ESA, I cannot say how much of an impact the data gaps would have. My gut says the site recon would not be a big issue since it is a vacant lot and we will be able to see it well from the ROWs. If there is a lot of information available through public records than the lack of an owner interview might not be a big issue either. Thank you and let me know if you have any other questions.
