Subject: RX Public Assistance COVID-19 FEMA Daily Update 7.14.2020

Good afternoon,

Here’s today’s update! Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed.

Cat B eligibility strategy: There continue to be lots of challenges and questions about eligibility of various cat B costs; here are a few important points:

• * There continue to be challenges in applying the standard underlying cat B principles to an unprecedented event. The basis of the determinations we are seeing from HQ that limit PPE, cleaning/disinfection, and other costs that we don’t normally see strictly to eligible work directly related to COVID cases is the result of ongoing evaluation of how the standard cat B requirements apply to various COVID scenarios. Region X, along with other regions, continue to engage with HQ as questions come up.
• * Our goal is always to work collaboratively with the Recipients and Subrecipients to maximize eligible funding and ensure it’s not at risk later, and we are trying to strike the right balance between speed and review needs.
• * Further guidance from HQ is reportedly forthcoming; there is a new fact sheet in the works that will take into account some of the available funding from other agencies. The last we heard it was in OMB review and they hoped to have it out by 7/20.
• * Please let us know any particular needs or issues and as always, we will work with you to the best of our ability to resolve them.

• * Please let us know if there are any particular issues or topics you’d like us to address in the updates.
• * We are also sharing information we receive related to available funding from other agencies; the intent here is not to imply that applicants should be pursuing other funding instead of PA, but rather just to provide any resources we have that may be helpful.
