Happy Monday! We hope everyone had a relaxing and safe weekend. Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed. Here’s today’s update!

Federal Funding Priority Order for NCS During COVID-19: HUD has released the following link, FEDERAL FUNDING PRIORITY ORDER FOR NON-CONGREGATE SHELTER DURING COVID-19. The purpose of this document is to provide funding information to agencies and organizations providing assistance to individuals experiencing homelessness, specifically NCS during the COVID-19 declared disaster. This order of assistance provides information to recipients on how to utilize different Federal resources for the highest and best use for the operation of NCS. If you are a HUD Recipient, you can reach out to HUD to start the grant application process in order to effectively transition to HUD funding.

NCS and the end date of the PHE: We received word from HQ this morning that HHS has advised them that the current end of the Federal Public Health Emergency (PHE) is July 20, 2020. The Delegation of Authority from the Assistant Administrator for Recovery to Regional Administrators (RA) for Non Congregate Sheltering (NCS) approval prevents the RA from approving NCS activities beyond the end of the PHE. Accordingly, at this time, the final possible date for approved NCS activities is July 20, 2020. We’ll keep you updated as we find out more. Treasury CRF updated SLTT Guidance as of June 30: Please see the attached highlights that addresses the question about timing of costs incurred vs expended.

Grants Portal Updates: HQ has let us know that as of this past weekend, all applicants, including PNPs and tribes, are enabled to create accounts and submit RPAs directly in the system, and the completion of streamlined management cost applications has been enabled. More info on these two below. In addition, the applicable guidance and resources has been organized in Grants Manager and Grants Portal, enabling much easier navigation for all staff to access the tools they need.

Direct Account Creation

One of the first enhancements we made during COVID was to enable state and local entities to create accounts and submit RPAs directly via Grants Portal. As of last week, Tribal and PNP applicants now also have the ability to create accounts and submit RPAs directly. In addition:

· The RPA and account creation process has been decoupled, enabling accounts to be created independently of RPA submission, and an option to include an RPA with an Account request if there is an open RPA period has been added.

· Private Non-Profit (PNP) organizations will only be able to submit an RPA once their Account has been approved by the Recipient.

· Unique RPA Approval Notifications to aid Applicants for streamlined events (e.g. COVID-19) have been added.

Streamlined Management Cost Application

Applicants can now submit streamlined management cost applications directly via Grants Portal, following the same process they follow for Cat B COVID projects. Management cost amounts will auto-populate based on DRRA percentages, and can be adjusted at the Applicant’s/Recipient’s request.

Upcoming Enhancements

Over the next several weeks the COVID-19 application process will continue to undergo changes, to improve the user experience, and to address some pain points that have been experienced. Here are some of the things to look out for over the next several weeks;
