Subject: RX Public Assistance COVID-19 FEMA Daily Update 5.15.2020

Good afternoon,

Happy Friday! Here’s today’s update! Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed.

National Guard (NG) Title 32 Contract Tracing: There have been a number of questions about the eligibility of contact tracing either executed through the NG under Title 32 or through PA Cat B reimbursement. Under Title 32 for COVID-19, the National Guard, in coordination with CDC, received training to conduct contact tracing. FEMA will consider contact tracing costs incurred to date and through the current extension date by National Guard assets operating under Title 32 status conducted in coordination with HHS/CDC to be an eligible activity under Section 403 of the Stafford Act. We are still working to determine eligibility under reimbursement through Public Assistance, Category B, Emergency Protective Measures and are coordinating with HHS/CDC in regard to the parameters of funding from the respective agencies, given the existing expertise and funding streams through HHS/CDC. Livestock depopulation and disposal: Animal depopulation and disposal due to supply chain interruptions that are causing producers to manage their livestock inventory through euthanizing and disposing of animals prior to processing is not an eligible emergency protective measure in the Public Assistance program. Assistance may be available through Treasury or USDA COVID appropriations.
