Hello City Managers,

It was good to see those of you who could make it on the mayor/city managers call yesterday. This is such a challenging time and it is always good to get different perspectives and have a good dialogue. Thank you for your time.

As promised I am providing you information regarding portable showers for homeless that the Clackamas EOC staff are hoping to place around the county a few days a week. I want to give some background for your decision making regarding this collaboration and a way to reach out to the Clackamas EOC if you have a request or questions regarding the effort. Please see the information below:

* As part of an initiative to keep the homeless safe and well we are proposing several activities such as mobile showers, feeding, and sanitation stations. It is our hope that providing the basic needs will help keep the homeless well from infectious diseases, including COVID-19, during this challenging time.

* Clackamas Service Center (CSC) has a mobile, trailer-mounted shower unit parked on a trailer at their location that is not currently in use. CSC is happy to allow County EOC to make use of this resource to serve people experiencing homelessness.

* Costs: CSC indicated that costs for operating the shower are low. Aside from the cost of water (possible city cost), other costs include propane for heating the water (EOC cost), 50 gallon tank of propane for 300 showers, or three weeks of 100 showers per week as is usual in service at the CSC. CSC said they spend about $100 a month on propane (EOC Cost). The CSC also uses a pump to get grey water out of the shower and into a drain, and that pump cost around $100 at Home Depot (EOC Cost).

* The water tank of the mobile shower holds enough water for about 15 showers. However, if sited at locations with access to water (garden hose works fine), there would not be a limit.

* Cleaning: CSC typically cleans the shower between each use. Users are asked to limit shower time to 15 minutes.

* Clackamas EOC will work with you or your staff on the best place to the portable showers by discussing best water access and drainage.

Clackamas EOC Operations has a few locations in mind for the portable showers and they may reach out to those city managers and city emergency managers to determine if we can partner through the COVID-19 event.
