Here’s today’s update; please keep letting us know how we can assist you.

Questions about duplication of benefits and funding under the authority of other agencies: There are a lot of questions around this topic for a variety of types of costs that are being incurred. While efforts are underway to develop more comprehensive guidance on COVID related costs, we don’t currently have any guidance on how funding to other agencies under CARES and other COVID legislation will be processed or how best to deconflict any potential duplication of benefits. For now, our path forward is to obligate any eligible category B costs that applicants have not already received funding for; applicants can proceed with requesting PA funding for those items that may also be covered by another source, or they can wait if they prefer to seek other funding. There may be cases where we fund something that an applicant later prefers to get reimbursement from another source, and we’ll need to figure that out when and if we get there. The Deputy FCO for Recovery, Joan Rave, has started up an Interagency Recovery Task Force that will take a look at needs that arise that are not eligible for PA as we move forward. Comment JS: Reimbursements are not made through the FEMA Grants Portal system, eligible projects are developed and reviewed in FEMA Grants Portal. FEMA HQ is working on a Grants Portal template (like TurboTax) to start building your projects, it is anticipated that the template will be rolled out in Grants Portal in May. Upon final approvals and obligation (approved funding) of an eligible applicants/subrecipients projects, instructions will be sent from OEM to the applicant/subrecipient on how to receive payment/reimbursement. OEM is the recipient /pass through entity of the Public Assistance funds, reimbursement are requested through OEM. For those state and local government, special districts and certain Private nonprofits that are interested in FEMAs Public Assistance program, a Request for Public Assistance need to be submitted to notify FEMA and the State that your entity is interested in the program (instructions attached).

Procurement On-line Training Resources: Attached is a 36 minute online YouTube tutorial from the FEMA Procurement Disaster Assistance Team (PDAT) that helps SLTT personnel understand how to properly contract during emergency or exigent circumstances when using federal funds. Some of the topics included in this tutorial include; Sole sourcing under Emergency or Exigency (E&E); additional procurement under grant requirements under E&E; use of pre-existing contracts during E&E. For additional information and trainings on the Federal procurement standards, please visit the PDAT website at www.fema.gov/procurement-disaster-assistance-team JS Comment: For those entities looking for federal procurement training , this is a good reference link and training! Improper contracting is one of the most frequent findings during an Office of Inspection General (OIG) Audit of FEMA Public Assistance Grants.
