Disaster Financial Management Guide: FEMA released the “Disaster Financial Management Guide” to support jurisdictions in establishing and implementing sound disaster financial management practices, which are critical for successful response and recovery. Though the Guide is not specifically written for the coronavirus pandemic recovery, the basic concepts are relevant for all disaster recovery situations.

Recent update on U.S. Department of Treasury Funding and other COVID legislation: The information below on Treasury funding has been provided today; unfortunately we don’t currently have any guidance beyond this on how funding through Treasury or other agencies under CARES and other COVID legislation will be processed or how best to deconflict any potential duplication of benefits. For now, our path forward is to obligate any eligible category B costs that applicants have not already received funding for; applicants can proceed with requesting PA funding for those items that may also be covered by another source, or they can wait if they prefer to seek other funding. There may be cases where we fund something that an applicant later prefers to get reimbursement from another source, and we’ll need to figure that out when and if we get there.

The U.S. Department of the Treasury and Federal Reserve Board Announce New and Expanded Lending Programs to Provide Up To $2.3 Trillion in Financing: On Thursday, April 9, Treasury launched a Main Street Business Lending program and a Municipal Liquidity Facility to support the flow of credit to American workers, businesses, states, counties, and cities impacted by the coronavirus pandemic. The Municipal Liquidity Facility (MLF) will provide up to $500 billion in direct financing to states, counties, and cities to help ensure they have the funds necessary to provide essential services to citizens and respond to the coronavirus pandemic.

U.S. Department of the Treasury Launches Web Portal and Begins Disbursement of CARES Act Funding to State, Local, and Tribal Governments: On April 13, the U.S. Department of the Treasury released eligibility guidance for CARES Act funding to State, Local, and Tribal Governments. States, Tribes, and eligible local governments are encouraged to provide payment information and required supporting documentation on Treasury’s portal not later than April 17, 2020. Additional guidance on eligible uses of Fund disbursements by governments will be posted as it becomes available.
