Update from FEMA Region Ten 4/8/20 below.

I’ve added comments in red below that hopefully helps.

In addition, OEM has been getting inquires on if loss of revenue is an eligible PA activity , unfortunately loss of revenue is not eligible under FEMA Public Assistance. Attached is the type of eligible Public Assistance activities (summarized from COVID 19 Eligible Emergency Protective Measures Fact Sheet) for your reference.

Good afternoon,

Here’s today’s update; please keep letting us know how we can assist you.

Remote public schooling costs: Several regions, including Region 10, have been asking follow up questions regarding the previous determination that costs incurred by jurisdictions to provide distance learning are not eligible. The answer from HQ is (also included in attached Q and A): “These costs are still considered increased operating costs. Temporary relocation of essential services is tied to setting up a temporary facility to provide the service. In this case, there is no temporary facility. The requested costs are for equipment and supplies which, for some schools/school districts, is an increased operating cost. As the school is not providing a service that is necessary to save lives or protect public health and safety, the increased costs are not eligible under PA. There is a possibility that funding for this purpose becomes available through the Department of Education.”

Direct application functionality and PW Template: Coming soon! Testing is underway and we will see more information out over the weekend. JS Comment: The Project Worksheet (PW) is the document that contains a description of an applicant’s emergency response activities and costs directly related to the COVID 19 response, and is the mechanism used for future FEMA reimbursements. The PW template being developed by FEMA HQ is to assist applicants with building their projects (like turbo tax). To gain access to FEMA Grants Portal, applicants must submit their Request for Public Assistance (RPA) form to julie.slevin@state.or.us and dan.gwin@state.or.us or self-register at https://grantee.fema.gov/ self-registering option currently is only available to state and local governments. Private nonprofits and tribal governments must submit RPA form as described, for access to Grants Portal. Grants Portal Training available, schedule is shown below and attached!

Follow up Rumor control for CBTS sites: There have been a few questions regarding CBTS sites and those that are already locally managed. Please see the attached PDF, and don’t hesitate to reach out if further clarification is needed. In general, activities local and state governments are conducting at Community Based Testing Sites are eligible for reimbursement under the Public Assistance program, subject to a cost share. Government officials will need to be careful to document costs incurred using the cost eligibility requirements found at page 21-42 of the FEMA Public Assistance Program and Policy Guide.
