Hello,

Please see below for the latest update on PA from the state.

In an effort to capture as many people as I can, I have utilized a couple of large distribution lists we use at Clackamas County Disaster Management. I am going to try to clean up this list so I am not spamming people that do not want this information.

If you do not want to remain on this list, please email me directly at jpoole@clackamas.us and ask to be removed. If you would like to add someone to this list that is not receiving these emails directly (i.e. your financial staff) please send me an email directly with their name and email address.

Thank you,

Jamie Poole

Hi All , below is today’s update 4-7-20

Subject: RX Public Assistance COVID-19 FEMA Daily Update 4.8.2020

Good afternoon,

Here’s today’s update; please keep letting us know how we can assist you.

FEMA REGION TEN Local hire announcements:

Medical costs summary (fact sheet attached):

· Costs incurred for ACS or other additional COVID related emergency medical costs by eligible applicants (PNPs providing medical services and public facilities) are generally eligible providing they meet standard Category B criteria and there are no duplication of benefits. We are able to obligate partial funding right away with certification by the applicant that they have not received funding from another agency.

· For-profit hospitals/clinics/medical centers are not eligible to be PA sub-recipients. Other agencies, such as HHS and SBA, have appropriations for COVID activities that may directly assist for-profit entities.

· Eligible applicants could let contracts to for-profit hospitals or other entities for services for which the eligible applicant is legally responsible.

· COVID costs should be carefully tracked and documented to maximize eligible reimbursement from all potential sources.

· Any donated resources should be carefully tracked and documented; they can be used to offset the non-federal share for Public Assistance funding.

Community Based Testing Sites (CBTS) update: attached NEW! In general, activities local and state governments are conducting at Community Based Testing Sites are eligible for reimbursement under the Public Assistance program, subject to a cost share. Government officials will need to be careful to document costs incurred using the cost eligibility requirements found at page 21-42 of the FEMA Public Assistance Policy Guide Book https://www.fema.gov/public-assistance-policy-and-guidance

No new documents from HQ, as of 4/8/2020

Thank you for all your continued efforts in helping the nation before, during and after disasters. We anticipate to receive several fact sheets, and quick guides from HQ on Friday. As always, when new information becomes available, we will do our best to make this information as accessible as possible.
