City EMs,

Please see updates from this morning’s meeting.

Stay home order – 6ft distance and gatherings: This is in response to questions about HS graduates being creative in celebrating their graduation while maintaining distance.

The order as written:

a. Non-essential social and recreational gatherings of individuals outside of a home or place of residence (e.g., parties, celebrations, or other similar gatherings and events) are prohibited immediately, regardless of size, if a distance of at least six feet between individuals cannot be maintained.

Clackamas County Health Officer Dr. Sarah Present’s statement on the question of if a gathering can take place if a distance of six feet is maintained:

The intent of the law is no social gatherings. The 6 foot distance should be implemented when out of the house, and in the setting of gatherings that do happen (like running into friends at a grocery store)…it is not ok’ing gatherings. This would be a intent of the law vs letter of the law thing. If they want to have large gatherings that are condoned by the cities (ie 4th of July, concerts etc) I would be very concerned. 6 foot distancing is really not controllable, enforceable, or even proven to be sufficient in this setting in order to protect public health.

Reopening, Recovery, Resilience Proposal: Attached is the DRAFT Clackamas County COVID R3 Proposal. This is a proposal for a reopening, recovery, resilience policy committee and disaster recovery management structure. The proposal is currently going to the Clackamas County Board of County Commissioners for review.

Event cancellation tracker: Attached is the spreadsheet Happy Valley is maintaining of canceled summer events. Thank you Steve C!

Vulnerable Populations resource sheet: The Vulnerable Populations group is trying to track where this resource sheet has been distributed. If you have distributed it will you please shoot me an email with where you distributed it? The PIOs are also working on getting it translated into Chinese, Korean Russian, and Vietnamese. Once those translations are complete I will send it back out to you. The English/Spanish version is attached if you need it again.
