But I am attaching here two previous e-mails that talk about what we expect. I owe you an apology. The due date for the plan is 180 days from the permit effective date, not the date that the permit was signed and when I stated earlier that the due date was 11/11/2013, that was based on the date signed. So you actually have until 11/28/2014, which is 180 days from the effective date of 6/1/2014. I am sorry. I will correct this with Susan Hansen as well. Finally, I’ have consolidated DEQ’s permit writing and permit compliance role for Molalla in one person, David Cole. Previously, Mark Hynson was filling the compliance role. But with everything with David, I think we can have clear and timely response to you as needed. As these projects are coming to an end, I am beginning to work on the I & I removal plan along with developing a revised TMDL. The week before last we finished mapping the entire system. I am excited to begin moving forward with the next step of identifying critical areas needing repairs or replacement. As for a meeting time, November the 19th or 20th in the afternoon work best for our team schedule. Please confirm what if this will work for you. The permit was issued 5/12/2014 and so the city has to November 11, 2014 to provide the plan. I spoke on the phone with Jennifer Cline, the new public works director, on October 8th (we could not work out a September 30th meeting) and one of the items we discussed was the progress on creating this plan. The city is working on this but was not yet ready to share a draft. As of right now, no compliance dates related to Infiltration and Inflow have been missed. I have attached the e-mail that you quoted from, Susan, and a copy of the permit for reference. I have a couple of questions. First, I asked for EPA contacts who oversee the work of Oregon DEQ in relation to wastewater programs for cities like Molalla. You have not provided that info. Second, you indicated you would be following up with Molalla about the progress of their I&I: "During the Spring and Summer of 2014, I had meetings with the city where they stated that a more comprehensive I& I study to determine the overall status of the collection system and associated infrastructure would be created. Section 1 of Schedule D in the NPDES permit issued to Molalla sets a clear requirement that within 180 days of issuing the permit, the city would submit for approval an Inflow Removal Plan. This plan then becomes the benchmark by which annual progress will be measured. I will be following up with the city on Tuesday, September 30th, about the progress on this plan."
