Hi Chief,

On Feb 14 at approximately 1:20 pm, a vehicle operated by Brian Maloy (sp?) made an abrupt turn from northbound Molalla to westbound Ross narrowly missing a stopped vehicle in the eastbound direction of Ross Street and a construction worker finishing concrete on the northwest corner of Molalla and Ross. He continued to accelerate westbound to a business at 203 Kennel Ave. He then got out of his vehicle and raised his arm and gestured towards the intersection with his middle finger and walked into the business. The recklessness of his actions was witnessed by myself, City Manager Dan Huff, Allan Warren (sp?) and Gillemot Zamora of Gelco Construction. Mr. Zamora was the construction worker finishing the concrete and Mr. Warren was the driver of the vehicle stopped in the eastbound direction at Ross. Mr. Huff and myself were standing on the southwest corner of the intersection when the incident happened. I proceeded to walk westbound down Ross St in order to take a picture of the vehicle when Mr. Maloy came out of the building, got into his vehicle and sped eastbound down the street back towards the intersection. See image attached. He pulled up next to me and asked me what I was doing and I told him I was taking an image of him and his vehicle to report what we had witnessed to the police department. I asked him why he sped through the intersection nearly hitting Mr. Zamora and he proceeded to argue with me that he had done nothing wrong and asked who I was. I informed him that I was the public works director for the City and told him my name. He continued to be agitated and confrontational to which I ended the conversation with telling him that I would report what I had witnessed to the police department. He drove then drove off eastbound. I then made contact with Mr. Warren and he gave me his number so he could be reached for a statement from an officer. Mr. Zamora said he could be reached through the company he worked for (Gelco Construction of Salem, OR). He also stated he would notify his supervisor of what had happened.

Mr. Maloy reckless actions totally disregarded Mr. Zamora’s safety and his discussion with me afterwards led me to believe that he did not care what others thought of his actions or the safety of the worker in the construction zone. Please let me know if I can be of further assistance. Thanks.
