I agree that this should be a theft of services, but you make a good point. Without signage, could one assume this is public trash because it’s next to the park? Since I’m not in today (probably not tomorrow/sick as a dog) I can’t go by and check, but if there’s any doubt whether or not it could be for public use, the prosecutor will not issue the complaint. If you want an officer to investigate the proper way to report this is to have Judy (the witness and reporting party) to call the non-emergency number to create an incident. Then we will dispatch an officer to investigate. It is inefficient for these types of calls to go through me and we always want them going through dispatch to create a call and begin creating a record.
I agree it’s good to have Dennis post a sign because then there is no doubt.

Hi Chief,
Below is an image of the vehicle that was driven by a female who dumped personal trash into our shared dumpster with the school district at Fox Park. Judy from the school confronted her about it and was told off before the lady drove away. I have asked Dennis to get a sign posted at that location, never the less it was an illegal dump and I would like an officer to follow up on it. Thanks.
