The frustrating thing for us on the police side is this sounds like something that PW crews have been dealing with at this location recently, yet this is the first I or my staff have heard of it. But we want to hear about it right away and we will take care of it. But there is a right way or protocol to let us know, which will help us ensure we can take care of it and track the statistics. Please follow this process below.

When crews need assistance from the PD, please call the non-emergency dispatch number (503 655 8211) and report the information. This is important because it creates “the CAD incident” or begins the record of the problem and logs the contact information, details the problem and begins a running record of how it is dealt with by police, or other entities that might become involved. When we don’t follow this protocol, information is gets lost.

Most importantly, the Public Works crews are our friends and partners and we want to be there for you. Also, please know that this protocol is even more important if someone decides to hassle, threaten or interfere with our PW crews. That is always a 911 call and you are our high priority.

Subject: Problem in Pocket Park

Good Morning,

I took these photos just a few minutes ago from Pocket Park downtown, facing West. There are two individuals that have been living in this white car for some time now. You can see on the hood there is a plastic bag. In this bag are what appear to me to be some sort of hypodermic paraphernalia Each morning since Monday, according to my parks crews, they have been leaving needles and trash all over the park and we have been picking it up. I just heard about this a few moments ago or I would have contacted you sooner! While we are trained to a certain degree in handling bloodborne pathogens we it is not okay for me to leave a known risk in place and actively ask our crews to face it every day. Therefore, unless one of you has an overriding instruction for me, I’ve asked that tomorrow instead of facing that risk a fifth time, that if our parks crews find any needles in Pocket Park, they are to Caution Tape off the park and post signs that warn the public to stay out until we can resolve the root cause of the problem.

We understand that needles are part of Molalla’s parks, and while we hope this changes someday we will continue to work to keep the public safe. But in this case, I’m just trying to figure out how to keep the public safe as well as our employees. Does anyone have any suggestions for me on how I can handle this situation?
