Gerald,

Officer Scott came to me the other day with a question about vehicle maintenance in the ROW. She saw somebody doing it and was wondering if and how to cite.

I took a look at the code and the only code that I thought maybe applied was obstructions… but that didn’t seem like the right tack to me. Officer Scott checked ORS.

This seems like an oversight, no? I.e. to the extent vehicle maintenance can happen, it should happen in the ROW. Am I missing something?
