Hi Lori,
You need to contact Dan Zinder who is handling code enforcement related issues. I have CC’d him on the email. Please work directly with him and he can help you with determining if any codes have been violated. If none, then it is more of a civil matter between two property owners and the City does not get involved in civil matters. Thanks.

Subject: Fw: Garbage nuisance complaint
HI Gerald,
I'm hoping you can advise me on how to address the other issues at this property. Dan says that the building issues are beyond his scope and we need some help. The rotting lean-to/wood pile is not fenced and is visible from the sidewalk. Vermin are gathering inside of it. The rotting lean-to has already collapsed once into my driveway and it is held together by broken wood. I'm concerned about damage to vehicles entering the shared driveway of Carter Lane and for the safety of persons walking in the driveway to visit my home and the neighbors at 560. We also need help in addressing the fence that was heightened. Who at the city can we contact?
Thank you so much,
Lori Edwards

Ms. Edwards,
We sent out a letter this morning requiring abatement regarding the many nuisance violations. They have a 10 day period to abate, (essentially until Monday, the 21st since I am not in the office during the weekend when the 10 day ends) to abate. I want to at least see progress by that point with the big ticket items gone. If not, the City escalates towards abatement.
Building related issues are beyond my scope. Likewise, if there is illegal activity (as opposed to nuisance code violations) going on at the premises please contact the Molalla Police Department dispatch – 503-655-8211 or 911 in the event of an emergency.
Best,
Dan Zinder

I have additional information on the problem at the 806 Toliver Road residence. When one of the vehicles were gone yesterday, I could see that the black garbage bags are also being accumulated on the front porch facing Toliver Road and on the side porch adjacent to the driveway. Looking closer at one of the photos I provided in my complaint document, the bags can be seen on the side porch.
I learned from another neighbor that there is a massive mold problem inside the residence, and one bedroom closet is completely coated with mold on the interior. I am providing this information as an officer safety warning in case any responders enter the residence.
Regards,
Lori Edwards

Hello. I am contacting you to ask for a response to address numerous code violations at 806 Toliver Road involving a massive heap of stored garbage in the driveway, discarded furniture and junk in the yard, a dilapidated lean-to and an infestation of rats and opossums.
There is an important officer safety issue outlined at the top of the document, so please proceed with caution at this residence.
I've outlined the details in the attached PDF and have included photos in the file. The jpeg images are available if needed.
You are welcome to use the private driveway (Carter Lane) if needed during inspection but the residents do not have permission to use it.
Please keep my information redacted and confidential for any records requests, as I am concerned about retaliation from these residents.
Thank you for your help!
