Dear State and Local Fiscal Recovery Funds Recipient,

The U.S. Department of Treasury (Treasury) has released updates to the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), authorized by the American Rescue Plan Act of 2021.

In August 2023 ,Treasury released the 2023 Interim Final Rule that implements new uses authorized in the Consolidated Appropriations Act, 2023. The new eligible uses allow recipients to use program funds for emergency relief from natural disasters, community development, and surface transportation projects. The existing eligible uses are generally unchanged, and recipients may continue to use SLFRF funds in accordance with the 2022 final rule. Recipients will have the opportunity to submit comments on the 2023 Interim Final Rule through the Federal eRulemaking Portal at http://www.regulations.gov.

Key items for recipients to note:

  1. 1. Treasury released a new Interim Final Rule for three new eligible uses
  2. 2. Recipients can join briefings on 8/16 to learn more about the Interim Final Rule and the new eligible uses (webinar details are below)

On August 16, 2023 Treasury will host two webinars for recipients to learn more about the 2023 Interim Final Rule. As you prepare for the session, please print or open in your browser the Overview of the 2023 Interim Final Rule, and the 2023 Interim Final Rule. During the session, we will highlight key new items and provide an orientation to the Interim Final Rule. Additionally, recipients will have the opportunity to submit questions for the Q&A session before the briefing.
