Attached is my rough draft of the Business Oregon IOF letter that will ultimately come from our Director to ODOT. I have marked up quite a bit in yellow highlight on what questions we need answered or where information gaps need to be filled in. Please go through this document to answer everything you can and also build out some of the narrative so that we have a near complete memo. Please pay extra attention to the budget – the Danson Company match does not align with 50% of the engineering estimate that you attached – is this because of the 25% contingency? We need to have this budget and match fully dialed in before we share this draft with the Regional Solutions Team.
I am going to work with our economists on the economic impact section, the only piece of information I need from you is regarding the $21/hour wages – does that include benefits? If so, what are the actual average wages?
Once you have made your changes/edits please send your clean version back to me (go ahead and un-highlight any sections that have been addressed). Once I receive your version, I will finalize the document and send to Vanessa to get this moving forward through the Regional Solutions review process. If you have any questions you want to talk through on a phone call, please let me know (Wednesday – Friday this week would be best for me). I am heading off to the dentist for surgery, so I will be out of the office for the rest of the day.

I have been working on completing the Business Oregon memo today but as I worked through it I have come up with a handful of minor questions as well as some places where I need a bit more background for the narrative. I think the overall issue is that background for more recent IOF projects tends to be a bit more detailed than what you put together working with Dennie Houle. That being said, I think we are pretty close to having the information we need for Business Oregon.
I tried to call you a bit earlier but got your voicemail and then had to run into meetings as a brief phone call can address most of these blanks/questions. If you happen to be around and want to give me a call in the next 45 -60 minutes, feel free to do so. Otherwise, I will wrap up what I have and send questions your way on Tuesday when I’m back in the office (if not sooner).
