You cannot compost it, it has garbage debris, and oil in it. It also has Trace metals. To that effect, the landfill is environmentally friendly under the cradle to grave rules of the RCRA laws. There is obviously debate about this among communities, and the courts have not addressed it. Andy

The concern for reimbursement of debris removal is that it was done in an “environmentally friendly” capacity. Do you know how it was handled?

Julie, the TOC Analyzer was ordered installed by the Oregon Health Authority to provide advanced warning of TOC spike sin the river. We are the farthest up the basin, so our readings don’t just benefit us, but also Canby and other downstream users.

They disposed of the debris in the City’s piles along with our own sweeper, and we took care of it through the normal channels.
